Overflight

 

The Passport and Overflight Section is in charge of the legally prescribed procedure for receiving, processing and issuing of diplomatic clearance for the overflight or landing of foreign Government aircraft on the territory of the Republic of Serbia, as well as for obtaining overflight or landing permits for Serbian Government or military aircraft on the territories of foreign countries.

Diplomatic clearances for the overflight and landing of foreign state aircraft over and on the territory of the Republic of Serbia.

To obtain diplomatic clearance for flying over or landing on the territory of the Republic of Serbia by foreign Government aircraft, with a view to achieving maximum possible efficiency, it is necessary to comply with the following instruction:

  1. A written request must be submitted at least 72 hours prior to the planned flight, including a diplomatic note and a completed application form for the issuance of a clearance (Request for the Authorization of a Special Flight in the Airspace of the Republic of Serbia).

  2. The request must contain all relevant information concerning the aircraft, air routes (corridors), entry and exit points (into and out of the airspace of the Republic of Serbia) and the corresponding crossing times, the date and time of the flight (expressed in UTC Universal Time Coordinated), the purpose of the flight, the airport of landing, etc.

  3. An inbound and outbound overflight between which no more than 7 days have elapsed shall be considered a single flight and should be submitted within the same request – on the same application form.

    A diplomatic clearance issued by the Ministry of Foreign Affairs of the Republic of Serbia is valid for –3 hours / +72 hours, unless the applicant requests otherwise (Field 6 – Special Remarks).

  4. Requests concerning aircraft transporting dangerous goods, weapons, ammunition, or explosives must also be submitted together with a diplomatic note, a completed application form as well as a Shipper’s Declaration (AWB), Export–Import Licence and End User Certificate, at least five (5) working days before the planned flight. This is necessary to ensure timely forwarding of the request to the competent authority responsible for this type of operation for further processing – the Civil Aviation Directorate.

  5. During the working hours of the Ministry of Foreign Affairs (07:30–15:30), requests may be submitted by courier or by e-mail to: preleti@mfa.rs.

Outside working hours (after 15:30, on weekends, and public holidays), requests should be submitted exclusively to the Ministry's central e-mail address: msp.sv@mfa.rs or delivered in person by courier.

Diplomatic clearances for the overflight and landing of state aircraft of the Republic of Serbia abroad.

To obtain diplomatic clearance for flying over or landing for Serbian Government aircraft on the territories of foreign countries, with a view to achieving maximum possible efficiency, it is necessary to comply with the following instruction: 

  1. Request should be submitted within the deadlines prescribed by foreign countries (most commonly 3 to 5 working days before the planned flight, although in some countries the deadline may be as long as 15 working days). For airlines operating this type of flight, we recommend prior contact with officers in Passport and Overflight Section.
